    Applicants must hold an Honours Bachelor's degree or higher with a minimum average of 75% in the last two years of study, from any discipline. Most applicants should select the 'Master of Public Service, Co-operative Program' during application. Candidates with at least one year of full-time public service experience may qualify for the non-cooperative (regular) program. Three references are required, including at least two academic references. Proof of English proficiency is necessary for non-native speakers, with minimum scores of TOEFL 100 (writing 26, speaking 26) or IELTS 7.5 (writing 7.0, speaking 7.0).
